Yes and no. Remember TSB’s are a diagnostic aide. “If the customer is experiencing these issues then do this.”
Unfortunately TSBs are not recall where you can take you car into dealer and say “do this tsb” for the most part. You need to have the symptoms present. So some cars rolling off the line may have major issues resolved but minor issues may still be there

I would agree since My car was produced on 11/18/21 and has uconnect version 17.98 even though it appears 17.99 was available as of 11/8/21.

Yes, I just had my Jeep in last week and the update they did fixed the rumble noise.

My GCL is at the dealership with mysterious engine problem, and I am curious to see if there is anything in that category specifically.
