Maybe. I am not sure what the "GLO GPS" is in this case, and. I am not sure how it relates to the behaviors you are seeing in the Jeep app. Could you provide more details regarding the problem you are experiencing?
As for "GLO GPS," if this means GLONASS -- it is a Russian satellite GPS system and it seems completely unnecessary. Many dealerships will install additional "GPS" devices under the guise of stolen vehicle recovery as a means to track the vehicle should they decide they "need" to repossess it. If they did a crap job of installing it, which is often the case, you could end up with all kinds of electrical problems which manifest themselves lots of bizzare ways -- but this is completely speculative in your case.
